City approves ordinances, projects

The Okmulgee City Council convened in regular session Tuesday, approving a full agenda that included ordinance amendments, infrastructure investments, budget adjustments and routine monthly reports. All agenda items presented during the meeting were approved.

Council members approved the minutes from the Dec. 16, 2025, regular session, along with claims authorizing payment of routine expenses.

Among the most notable actions taken by the City Council was approval of an ordinance amending Chapter 17.02.010 of the Okmulgee Municipal Code. The amendment establishes a minimum square footage requirement within the definition of a dwelling, clarifies standards for single-family detached dwellings and dwelling units, repeals conflicting ordinances and was declared an emergency measure to allow immediate effect. Council members also approved a boat dock and lake access permit at Lake Okmulgee for Debi Wright. As part of that action, the mayor and city clerk were authorized to execute the lease agreement.

In addition, the council adopted a resolution amending the FY 20252026 General Fund budget. The amendment increases expenditures and decreases fund balance to accommodate necessary financial adjustments.

The council then received a series of informational reports, including monthly updates from Community Development, the Okmulgee Police Department, the Fire De- partment, Finance Department, Technology Services and a review of financials.

— Municipal Authority Actions Immediately following the City Council session, the Okmulgee Municipal Authority met and approved multiple infrastructure-related items aimed at improving water and utility systems across the city.

The authority awarded the bid for the Southside Water Line Project, a 2025 FAP Loan Project, to Pinnacle Construction Services in the amount of $268,000 as the lowest responsible bidder. A separate bid was awarded for the 24-inch Water Transmission Line Project at the Water Plant to Hopkins Excavating, LLC, in the amount of $841,020.

Authority members also approved the selection of SCS Engineering to provide design, permitting, bidding and construction oversight services for a new landfill cell. In conjunction with that approval, Task Order No. 1 and Task Order No. 2 were authorized for the design phase and bidding/ procurement portion of the agreement, totaling $31,565.

A resolution was adopted declaring a 2015 Freight-liner refuse truck surplus property. The action authorizes the sale, transfer, and disposition of the vehicle.

Additional budget amendments were approved to adjust the FY 2025-2026 Municipal Authority budget, including increases in expenses and corresponding decreases in fund balance to cover wastewater expenses and the purchase of water meters and utility billing supplies.

The authority also approved payment of an invoice from Yellowhouse Machinery Corporation for repairs to a front-end loader exceeding $25,000.

Monthly informational reports were then presented from Public Works, the Okmulgee Regional Airport and both the Water Treatment Plant and Wastewater Treatment Plant.
