Beggs City Council to meet Oct. 14

The Beggs City Council and Beggs Public Works Authority will hold their next regular meeting on Tuesday, Oct. 14, at 6 p.m. inside Beggs City Hall. The agenda includes several key items of city business, as well as followup matters from a special meeting held Oct. 8.

The following items are scheduled for discussion, consideration and possible action:

• Approve/Disapprove: Purchase Orders from Sept. 8 – Oct. 9.

• Approve/Disapprove: Review of Current Financial Statements.

• Approve/Disapprove: Meeting Minutes of the regular meeting from September 8.

• Approve/Disapprove: Meeting Minutes of the October 8 Special Council Meeting.

• Approve/Disapprove: Resolution No. 2025-05 authorizing an application for a loan/grant through the USDA Rural Development Agency.

• Approve/Disapprove: Appointment and confirmation of a City Council President.

• Approve/Disapprove: Acknowledgment of the appointment of Terry Whitecotton to fill the Ward 4 Council vacancy, thereby assuming his role as trustee on the Beggs Rural Water Authority Board.

• City Engineer Report – Presented by Bill Smith.

• BPWA Manager Report – Presented by Taylor Hackney.

The meeting will also include sections for New Business, Old Business, Announcements and Citizen Comments.

Following the council session, the Beggs Public Works Authority will meet with the following items on its agenda:

• Approve/Disapprove: Purchase Orders from Sept. 8 to Oct. 9, 2025.

• Approve/Disapprove: Review of Current Financial Statements

• Approve/Disapprove: Meeting Minutes of the regular meeting from Sept. 8

• Approve/Disapprove: Acknowledgement of the appointment of Terry Whitecotton to fill the Ward 4 Council vacancy, thereby assuming his role as trustee on the Beggs Rural Water Authority Board

• Approve/Disapprove: City Engineer Report Oct. 14 given by Bill Smith

• Approve/Disapprove: BPWA Managers Report Oct. 14 given by Taylor Hackney The BPWA portion will conclude with New and Old Business, Announcements, Citizen Comments and a motion to adjourn.

A special meeting of the Beggs City Council was held Wednesday, according to a public notice posted on the city’s website. The agenda included several important personnel and administrative actions. Items slated for consideration were:

• Acceptance of resignation from City Clerk Doris Tharp

• Acceptance of resignation from Angela Bonilla

• Appointment of a new City Attorney, Rhiannon Thoreson, of Rosenstein, Fist & Ringold Attorneys & Counselors at Law

• Acceptance of resignation from Ward 4 Council Member Ken Lyons

• Appointment of Terry Whitecotton as Ward 4 Council Member

• Appointment of Lohnnay Wade as interim City Clerk

• Authorization for City Administrator Steve Barteau to access all financial records and bank statements related to city accounts

• Authorization for City Administrator Steve Barteau to be added to signature cards for all city bank accounts

• Authorization for Mayor Roger Merrill to serve as a city credit card holder with a spending limit of up to $5,000 Residents are encouraged to attend Tuesday’s meeting to stay informed about the city’s financial and administrative decisions and to participate in the public comment session at Beggs City Hall.
